No, Gouken was thought to have been killed within the time period of either SF Alpha or SFII. this game, chronologically takes place after both of them and before SFIII. Gouken was in a coma from one of his previous fights with Akuma. His role in this game details his awakening and search for Ryu to seal the Dark Hadou in him.

Sorry, guess I should have made it a bit more clear somehow. Street Fighter II was the first "real" fighting game, in that it was the first to have more than one playable character.(In Street fighter I, only Ryu and Ken were playable, and both of them played exactly the same)
